A new boiler or extra insulation can look like a straightforward way to reduce energy bills. In an older home, however, one poorly planned measure can create condensation, restrict ventilation or leave other heat-loss problems untouched. This guide to PAS 2035 assessments explains how a whole-house review helps you plan improvements in the right order, with proper consideration for the property and the people living in it.

PAS 2035 is the framework used for the energy retrofit of existing domestic properties. It is designed to move retrofit beyond isolated upgrades and towards a considered plan that improves comfort, efficiency and building performance without causing avoidable problems.

What is a PAS 2035 assessment?

A PAS 2035 assessment is the information-gathering stage of a managed retrofit project. An accredited Retrofit Assessor visits the property to understand its current energy performance, construction, condition, ventilation and occupancy needs. The findings support a tailored retrofit plan rather than a generic recommendation list.

The assessment commonly brings together an EPC assessment, a condition survey, a ventilation assessment and an occupancy assessment. These elements matter because the same improvement can perform differently from one home to another. Solid-wall construction, a loft conversion, damp history, an extractor fan that does not work properly, or a household that dries washing indoors can all affect the right approach.

For example, a family using several bedrooms throughout the day will have different heating and ventilation needs from a single occupant who heats only a few rooms. This part of the process also helps avoid assumptions about energy use that may not reflect real life.

The outcome: a plan, not just a score

You do not need technical knowledge to prepare, but a few details can make the appointment more efficient. It is also useful to be clear about your priorities. You may be focused on lower bills, meeting landlord obligations, improving comfort, preparing for low-carbon heating or making a home more attractive before sale. There can be trade-offs. The measure with the quickest payback is not always the one that delivers the best long-term comfort or carbon reduction.

Common misunderstandings to avoid

The first is assuming that every home needs the same measures. Recommendations must reflect the property’s construction and condition. What works well in a modern cavity-wall house may be unsuitable for a solid-wall Victorian terrace.

The second is treating insulation and ventilation as separate decisions. They are connected. A warmer, more airtight property needs ventilation that is designed and maintained properly.

The third is expecting an assessment alone to guarantee savings. Actual energy costs depend on household behaviour, energy prices, weather, system controls and the quality of installation. A PAS 2035 process reduces risk by improving planning, specification and oversight, but it cannot remove every variable.

Finally, do not confuse a retrofit assessment with a general building survey. It can highlight condition issues relevant to energy works, but if serious structural concerns are identified, you may need separate advice from an appropriate building professional.

Look for an assessor who can explain the process in plain English, provide clear information on scope and costs, and work within the required accreditation framework. For funded projects, confirm that every organisation involved meets the scheme’s current requirements, not just the person carrying out the initial visit.
